The Secretary of the Navy takes pleasure in commending Patrol Squadron Ninety One for service as follows:

CITATION:

"For meritorious service and outstanding heroism in action against enemy Japanese forces in the Southern Asiatic Pacific Area from 15 September 1942, to 1 March 1943. Flying with few navigational aids from extreme forward bases in vulnerable PBY aircraft, Patrol Squadron NINETY ONE struck consistent blows against strongly defended hostile land and surface units while executing vital search and attack missions during the early phases of the Solomon Islands campaign. Operating with rudimentary electronic equipment, this intrepid group excelled at and was a large measure responsible for the development and perfection of "Black Cat" tactics. Taxed to the limit of their endurance to cover their assigned areas, the gallant pilots and aircrewmen ranged far from base to locate and track large enemy task forces and, in defiance of overwhelming fighter opposition and intense antiaircraft fire, delivered brilliantly executed day and night strafing, torpedo and dive bombing attacks in their determined efforts to delay and harass the advancing Japanese. Suffering heavy losses in aircraft, the squadron continued to maintain a rigid schedule of flight activity, carrying out many special assignments and striking vigorously against heavily-fortified land installations and shipping lanes throughout the bitter defensive battle fought to drive the enemy westward. By the splendid teamwork, courage and fortitude of all personnel, Patrol Squadron NINETY ONE achieved a superb combat record against tremendous odds and upheld the highest traditions of the United States Naval Service."

"All personnel attached to and serving with Patrol Squadron NINETY ONE from 15 September 1942, to 1 March 1943, are hereby authorized to wear the Navy Unit Commendation Ribbon. Signed: Secretary of Navy."
